Piñer Paz, Soldan, far from taking any efficient means for the punishment of those parties, states that the documents H. E. has received from Hong Kong appear to show that the British Authorities of "Hong Kong" apprehended and tried the two Peruvian delinquents, that they suffered every kind of harsh treatment, and were ultimately released; that there are powerful motives rather to claim against the bad treatment and the illegal proceedings of which the parties were the victims than to subject their conduct to fresh examination and it is the intention of H. E. to instruct the Peruvian Legation in London to continue the claims already presented, to the end that Messrs Helguero and Pastor may be compensated for the damages they have suffered and the outrages of which they have been the victims.
In the last paragraph of this Note, H. E. states that previously, the necessary instructions had been given so that the immigration of Asiatic coolies should be carried on in conformity with the laws.
